Today, the U.S. Army is made up of more than 735,000 soldiers. About 535,000 of those soldiers are currently on active duty, ready to respond immediately to any mission, and over 199,000 are in the Army Reserve, available to be rapidly mobilized when their skills are needed in times of national emergency or global conflict. GoArmy.com explains that because the U.S. Army is comprised of so many soldiers, they must be organized into units, each with its own leaders and unique reporting structure. Each unit—whether it’s a squad or division—is created to respond to any mission, regardless of size or complexity.

According to Michelle Dwyer of Demand Media (via the Houston Chronicle), “The U.S. Army Officer Evaluation Report measures an officer’s ability to lead by example. It assesses an officer’s work ethic, mentorship ability, physical fitness level, job competencies and character. The OER helps decide if your subordinate officers advance to higher ranks. Senior reviewers take quick, decisive action when selecting officers for promotions. They briefly scan the OER and look for what stands out. You must write clear, concise and honest OERs. If you don’t, the wrong leaders might rise to power.”
The Army Regulation 623-3 and Army Officer Evaluation Support form aid in the evaluation process. Most likely, as a senior reviewer, you’ll be rating an officer that’s been under your supervision for 90 days or more. The OER Support Form accompanies the OER and serves as an initial & ongoing form of counseling so your officers know what’s expected of them. Dwyer recommends that you “refer to this document often until you become comfortable with the OER structure. It covers the rating chain and time frames for submitting OERs and also explains the difference between rater, intermediate rater and senior rater. Since you’re writing the OER, you’re most likely the rater or direct supervisor.” To read more, click here.
